Philadelphia Documentary & Fiction Festival
The Annual Program Without Frontiers, integrated by Cinema Festivals worldwide, was created to stimulate the creativity and the artistic results independently of the material resources, generating an ample interchange of aesthetic and ideas between producers of diverse cultures.
Rules and Regulations

All fiction and documentary films or videos will be accepted in the Philadelphia Documentary & Fiction Festival.

No work or artist will be either discriminated or favored by their country of origin, language, age, race, education, ideology, or by their economic resources. Every content, every form, every technique will be admitted with no censorship of any kind.

The films will have to appear in its original language. For those films in a language other than English, the Festival requires English subtitles.

For equality of opportunities, whichever the original format (film, analogical video, digital video, animation), the movies will be processed alike: using approved software by the Annual Program Without Frontiers and lodged in auxiliary servers for digital screening.

Producers will submit the Entry Form by Internet, and a DVD, CD-ROM, MiniDVCAM, MiniDV or VHS copy of the film to the technical provider address for digitizing, converting to official format, and uploading to Festival servers, only for evaluation of the Committee of Art and the Jury.

As a first stage, all the films will be displayed by the Committee of Art of the Program to consider its possible invitation to the Annual Gala Ceremony. The Committee of Art can also determine Special Mentions.

At last, the Jury of the Festival will award the following Categories: screenplay, direction, actor and actress performances, art, photography, edition, and integral realization. In addition to the Prizes by Category, the Jury will grant the Special Prize to the Best Documentary Film and the Special Prize to the Best Fiction Film.

The Awards will be announced by Internet and distributed by International Press Media. Prizes, the Festival and the Program must be mentioned in all public display and promotion material of the films awarded.

The Committee of Art reserves the right to select and to invite any of the films registered, to the Annual Gala Ceremony or other events and media.

In order to participate in the Festival, films bear an entry fee of USD 20. Late deadline is January 31st, 2004.

Participation in the Philadelphia Documentary & Fiction Festival implies the acceptance of these Rules and Regulations.
