Every third, person in the Amur Region is a student of university or school. In the region there are 600 public and professional-technical schools, and about twenty-two junior technical colleges. The "City of Students" is a common title given to Blagoveschensk, where there are four universities and institutes: agricultural. pedagogical, medical and poly- technical. These centers of education are not only associated with the higher educational system in Russia, but also with universities in China, Japan, and Pacific Rim. Every year many students come from abroad to study here.
In an upper division program at the American-Russian School of Business, students study management and finances with professors from Portland State University, USA Blagoveschensk has been appointed the center of science for the Far East by the Russian Academy of Sciences. Over one hundred specialists with higher science degrees work here. Research in geology, geophysics, astronomy, and seismology as well as in the production of new technologies for industrial and building materials is undertaken. The center for study of ecology begins in the botanical gardens. Within Blagoveschensk, archaeologists have excavated the largest dinosaur bones in all of Asia, which are now in paleographic laboratories. The economy of this region hinges upon the development of the scientific center of study in the Amur. A world class clinic works on the basis of the physiological and pathological science of breathing which is found in the Siberian department of the Russian Academy of Medical Sciences. Cultivation of soy and of other new breeds is undertaken by farming specialists and by other farmers. This study takes place in the Scientific Agriculture of Soy Institute. It is the only center of its kind in the country.

In history and also today the character of the Amur Region encourages and inspires local writers, composers. Amur painters are famous throughout Russia. In the painter's union we have fifty masterpieces.
