The Annual Program Without Frontiers, integrated by Cinema Festivals worldwide, is aimed at encouraging the creativity and the artistic result, regardless the material resources, generating a wide exchange of aesthetic and ideas between artists of distinct cultures. 
Rules and Regulations
- All fiction and documentary films or videos can register in the Philadelphia Documentary & Fiction Festival.
- The movies will have to appear in its original language. For those films in a language other than English, the Festival requires English subtitles.
- No work or artist will be either discriminated or favored by their country of origin, language, age, race, education, ideology, or by their economic resources. Every content, every form, every technique will be admitted with no censorship of any kind.
- For equality of opportunities, whichever the original format (film, analogical video, digital video, animation), the movies will be processed alike: using software approved by the Annual Program Without Frontiers and lodged in auxiliary servers for digital screening.
- Producers will submit the Entry Form by Internet, and a DVD, CD-ROM, MiniDVCAM, MiniDV or VHS copy of the film to the technical provider for digitizing, converting to official format, and uploading to Festival servers, only for evaluation of the Committee of Art and the Jury.
- As a first stage, all the films will be displayed by the Committee of Art of the Program to consider possible invitations to other events. The Committee of Art can also determine Special Mentions.
- At last, the Jury of the Festival will award the following Categories: screenplay, direction, actor and actress performances, art, photography, editing, and integral realization. In addition to the Prizes by Category, the Jury will grant the Special Prize to the Best Fiction Film and the Special Prize to the Best Documentary Film.
- The Awards will be announced by Internet and distributed by International Press Media. The Prize, the Festival and the Program must be mentioned in all public display and promotion material of the films awarded.
- The Annual Program Without Frontiers reserves the right to select and to invite any of the films registered to other events and media.
- Awards are programmed for May 31, 2009. The deadline for registration is December 31st, 2008.
- In order to participate in the Festival, films bear an entry fee of USD 20.
- Participation in the Philadelphia Documentary & Fiction Festival, implies the acceptance of these Rules and Regulations.
